Shoalwater Bay Indian Tribe Masterplan

CIDA is honored to have supported the Shoalwater Bay Indian Tribe over the past year in developing a comprehensive master plan for their relocation to higher ground. In partnership with project lead Red Plains Professional and a dedicated team of consultants—including SCJ Alliance, R&W Engineering, and many others—we helped finalize and present the munk-saxali náḿsčać Master Plan to tribal stakeholders earlier this year. This plan is a vital step toward ensuring long-term resilience and safety for the Tribe, particularly in addressing the ongoing threat of tsunamis to their coastal lands.

The Master Plan outlines a shared vision for the Tribe’s future community—one that integrates cultural values, art, modern planning, and community priorities. It identifies locations and programming for essential public facilities, as well as conceptual infrastructure designs for water, wastewater, roads, utilities, and grading to support sustainable growth. The framework envisions six distinct communities featuring 169 new residential units and over 176,000 square feet of public spaces to serve tribal members. Developed through collaboration with multiple agencies, the plan offers practical, fundable steps for implementation and honors the creative input of many tribal leaders and planners who have shaped its direction.

The first phase of infrastructure improvements—featuring the construction of a raised loop road and installation of core utilities—is set to begin in 2026. This milestone will mark the start of a transformative process, laying the foundation for a resilient and thriving future for the Shoalwater Bay Indian Tribe.
