Oregon Military Department Corvallis Armory ASLEP & REEP

Project Overview

CIDA partnered with Fortis Construction and the Oregon Military Department (OMD) in a successful design-build delivery of the Corvallis Armory Army Service Life Extension Program (ASLEP) and Regional Emergency Enhancement Program (REEP). The $6.3 million project modernized and expanded the existing 16,908-square-foot facility, extending its service life while enhancing operational readiness and emergency response capabilities for the Oregon National Guard and the communities it serves.

Originally constructed in 1959, the Corvallis Armory required significant upgrades to address aging infrastructure, improve functionality, and meet current codes and performance standards. Working collaboratively from concept through construction, the design-build team delivered a resilient, mission-ready facility designed to serve Oregon National Guard personnel and the public for decades to come.

Project Scope

The project included a comprehensive renovation of the existing armory and the construction of a 5,000-square-foot addition to support expanded operational and training needs. Improvements included:

  • New training, administrative, and storage facilities
  • New entrance, lobby, conference rooms, offices, and break room
  • Flexible community-use spaces
  • Seismic upgrades
  • Accessibility and ADA improvements
  • Anti-terrorism and force protection enhancements
  • Life safety and code compliance upgrades
  • Utility, infrastructure, and backup power improvements
  • Enhanced emergency response capabilities

Sustainable Design

The project incorporated sustainable design strategies consistent with Oregon’s Sustainable Energy Efficient Design (SEED) program. Energy-efficient building systems and infrastructure improvements help reduce long-term operating costs while supporting the state’s sustainability goals.

Results

The completed facility provides modern training, administrative, and emergency operations space while significantly improving resilience, safety, and functionality. Through strategic modernization and infrastructure upgrades, the project is estimated to extend the armory’s useful life by approximately 25 years, ensuring continued service to the Oregon National Guard and the surrounding community.
